My father was a permanent resident and was receiving social security benefits when he died in 2005. My mom asked the US embassy of the Philippines if she could received a pension, they answered that she should be present in the US to receive that benefit. Can I received it for her behalf since I am here in TX as permanent resident?

My brother forged my mom’s signature to get student loans for himself. He never finished school or has made any attempt to pay the loans. The loan company has filed a lawsuit against my mom and brother. My mom has very little money for a lawyer, and has no interest in pursuing criminal actions against my brother. How can she protect her assets (house, wages) as cheaply as possible?
