How do you convince your mom or dad to let you have a fish?

Ok… I really want a rat but my mom hates them so I think I should start out with something smaller and easier. So I chose a fish. I asked my mom if I could have one and she said no because you need to clean the water and all that stuff. And that we have to much animals. This really upsets me so any suggestions?
